The workshop was held in Accra, Ghana, 21-24 September 1998 as part of a series of meetings promoted by the International Energy Agency (IEA) and the United Nations Environmental Programme (UNEP). The aim of the workshop was to facilitate the engagement of African governments in the negotiation of CDM modalities through discussion of key issues.

The workshop was supported as well by the Environmental Protection Agency, Ghana, UNEP, UCCEE, the United Nations Development Programme (UNDP), the United Nations Conference on Trade and Development (UNCTAD), the Stockholm Environment Institute (SEI) and the Danish Ministry of Foreign Affairs (Danida).
