Overlays for the Transport Sector
Overview
Transport and Environment: Accounting for GHG Reductions
"Climate Change Global Overlays" is a
least-cost methodology used by the
World Bank to evaluate global environmental externalities in the
energy and forestry sectors. The overlays calculate GHG emissions for a
given sector and outlines cost-effective greenhouse gas abatement options.
UCCEE was commissioned by the World Bank to
apply the overlays to the transport sector. The application of the
methodology in this sector is complicated by a number of factors,
especially the impact on local air pollutants and the complex modelling
approaches to estimate effects of policies on emissions.
The results of the research are published
in the book:
This book offers a consistent analytical
structure for examining the environmental aspects of transport choices;
defines the key economic and environmental concepts used in good policy
analysis; and gives information on technologies, environmental impacts,
and cost effectiveness of various policy options. The book also describes
international financial mechanisms that can be used to support sustainable
transportation policies and programmes.
UNEP DTIE
co-sponsored the research as part of its energy and transportation sector
programme. UCCEE was assisted by the
University of Bath and Lawrence
Berkeley Laboratory. UNEP's
International Environmental Technology Centre will promote the
framework as a tool for good policy analysis in the transport sector.
